Since 1926, despite a number of flaws, Austrian film legislation has functioned reasonably well. But the Filmstelle des deutsch-österreichischen Jugendbund, a private body, has declared it obsolete. It has distributed a circular with proposals that will be presented to the Bundesministerium für Unterricht. Article points out that for no apparent reason the Bund has bypassed a number of coordinating trade organizations, but targeted provincial organizations and individuals only. In its review of the (reproduced) proposals author observes many contradictions and a general ignorance.
From the cited first principle one can conclude that the Jugendbund sees film primarily as intellectual content ("geistige Inhalt") rather than as a commercial object.
